My friends sister is a drug addict and she stole my money last night. what should i do?

i worked hard to make my tips and she stole them all and spent it on meth. im debating whether or not i should tell DHS to give her a drug test since she is trying to get her kids back(she lost them because of meth) or if i should just kick her in the face. what do you think i should do to teach her a lesson in stealing.
