Isn't it time to cancel all those land management contracts held by persons that are expats/ foreign nationals?

Sri Lanka can do this by executive order and save multi-billions in defaulted debt incurred by multi-national conglomerates based in places such as North Carolina. Checking the validity and real interest of fraudulently held ets that can be foreclosed upon due to contracts or loans entered into by third parties that are not representative of Government or people. They are effectively absconders. Funds based on absconded collateral should not be allowed to be brought back into the country as business opps for then it is an acceptance of culpability; and limits recourse of standing government and future governments. In Sri Lanka, when you consider who would do such a thing - what is the first name that comes to mind?
